Feasibility Study was commissioned by the Naugatuck Valley Development Corporation. Robert Cohen worked with Lord Cultural Resources Planning and Management; Gail Lord and Ted Silberberg in collaboration with the Mattatuck Museum directors; Marie Galbraith and Ann Smith.

Phase I completed a review of documents, visioning workshop and market related interviews. As well as a contextual and comparable analysis, needs assessment, institutional concept, market analysis, concept opinions and preliminary recommended concept, report.

Phase II completed a public program plan, organization and staffing plan which includes urban analysis and design, site analysis and design, building analysis and design, capitol costs, analysis of site and building design alternatives and a public meeting. A final report included key assumptions and client feedback. Site selection and recommendation, attendance, revenue, expense projections.
